Preparing Evidence Packs Before a Payment Licensing Review

A licensing readiness review moves at the pace of your evidence pack. When binders arrive incomplete, interview days stretch and remediation lists grow for reasons that have little to do with control quality.

Start with a single index that maps each licensing criterion to a folder name, a policy version date, and an owner. Auditors spend less time hunting for the right appendix when the index uses the same numbering as your draft application narrative.

Customer files should be sampled in advance by your compliance team. Provide redacted examples that still show decision trails: who approved an elevated-risk onboarding, which sanctions hits were cleared, and when the file was last refreshed.

Board minutes are often the weakest link. Include extracts that show capital discussions, outsourcing approvals, and appointment of the compliance officer — not only marketing updates.

If Chinese and English versions of a policy diverge, mark which text is authoritative for staff. Mixed language packs without a hierarchy create findings that are easy to avoid with a one-page language protocol.
